Cymru/Wales: Declaration for Welsh Democracy
Cymru Yfory (Tomorrow's Wales) has launched a declaration calling for a better system of governance for Wales and primary law making powers for the National Assembly (Senedd)

Cymru Yfory (Tomorrow's Wales) has launched a declaration calling for a better system of governance for Wales and primary law making powers for the National Assembly (Senedd).

The `Declaration for Welsh Democracy', which was launched on the 10th June at the National Assembly in Caerdydd (Cardiff) has the backing of a large number of celebrities from the world of sport, cinema and literature, many of whom were at the launch. Speaking from the Senedd, chairman of Cymru Yfory, Archbishop Barry Morgan said:

"The declaration highlights those principles we believe must be adhered to by any devolution settlement. We need a stable and lasting devolution settlement for Wales that will see the building become a real parliament for Wales."

Yfory Cymru is a cross party group set up to campaign for a positive referendum in Wales on devolving primary law making power. The Declaration states:

"We the undersigned believe that the creation of a system of effective democratic governance for Wales is a matter of major importance. Such a system should:

• Be efficient in its use of time and resources; • Be comprehensible and transparent; • Promote wide participation by the public and civil society; • Respect the autonomy of the National Assembly as the elected body which represents the people of Wales; • Offer constitutional stability and thus a means of concentrating on the implementation of a policy programme that can get to grips with the problems and release the potential of Wales.

We believe that this would best be achieved by the granting of primary law-making powers to the National Assembly, and we call for the holding of a referendum to that end."
